All foreign goods and commodities of whatever type or origin shall be allowed to enter into the Free Zones except for some items set for under Article (5) of the Free Zones Investment Regulation which require approval from the concerned authority such as narcotics, arms, ammunition, stinking meteorology, radial materials and goods of an origin which is prohibited to deal in.

 

Entry procedures for goods and commodities to the Free Zones shall be made through the following stages:

        1.The following should be observed for entry of goods and commodities or vehicles into the Free Zone premises:

        a.If the goods have been imported by sea:

          ·The ship agent shall submit the ship manifests (comprehensive manifest for the ship + minor manifest for the goods addressed to the Free Zone – Aqaba + index) for the Free Zone within (72) hours from the arrival of the mean of transport

      b. If the goods have been imported by land whether sealed with customs lead, by motor power or accompanied with a customs escort – the goods shall be allowed to enter after the customs officer verifies the customs documents related to the contents to verify its compliance of the following:

       1.The validity of the customs lead and confirm this on the customs documents.

       2. The chassis and engine numbers for vehicles which enter under the motor power.

       3.The following shall be completed through the Free Zone Employee:

         · The customs documents shall be stamped with the entry stamp to the Free Zone and the date shall be fixed thereon.

       4. If the goods are not addressed “Free Zone”, the customs approval shall be required, so that its destination may be transferred “Free Zone”.

      2.Prepare a deposit request of the contents (according to the customs documents related to the contents if imported by land or bills of lading and manifest if supplied by sea) by the depositor of the goods or his/her representative (clearing company’s representative or agent of the shipping agent if imported by sea).

     a.The deposit request should contain the following:

     1.Date of entry of contents into the Free Zone.

     2.Numbers of vehicles loaded with contents (goods).

    3.Numbers of chassis and engine (machinery vehicles).

    4.Description of goods and origin.

    5.Number of parcels – weight.

    6.Value of goods mentioned in the customs documents.

    7. Name of owner of goods (depositor) and his/her address, name of the accredited bank – if imported by sea.

    8.Name of the clearance company’s employee, name and stamp of the company or name of the marine agent representative and name and stamp of the agent.

    9.Number of customs transaction according to which the contents where imported, name of the issuing customs center, or if imported by sea, the number of bill of lading, name of carrying vessel and date of its arrival to Aqaba.

    10.Any information or reservations recorded on the customs documents indicating the nature or condition of the goods.

    b.The following should be enclosed with the deposit request:

    1.Scale card of gross weight of the vehicles loaded with the deposit request contents.

    2.The financial receipt of the handling amount payable on the contents of the deposit request to be paid to the handling contractor.

    3.Customs documents under which the goods are imported to the Free Zone and the bill of lading.

    4.Clearance authorization

    3.Auditing of the deposit request and confirming its particulars in the manifest records and having it signed by the Free Zone Director.

    a.The deposit request shall be audited at the Manifest Section/Deposit Controller to verify its compliance with the requirements under item (1,2) then:

     1.It is given a serial number.

     2. Deposit requests shall be signed by the auditor and stamped by the Free Zone stamp/deposits.

    3.Deposit request statements shall be transferred on the deposit register at the Manifest Section in addition to the allocated statistical form.

    4.Copy of deposit and copy of the customs documents (by land) or ship manifest (by sea), shall be maintained.

    b.The following procedures shall be completed on the deposit, which depends on the nature and place of storing the goods as follows:

    a.If the contents are foodstuff or perishable items, storing charges shall be collected for the coming period to be fixed by the Director of the Free Zone.

    b.If the contents of the deposit request are chemicals, it shall be transmitted by the Director of the Free Zone to the Head of Public Safety Division, where he/she shall comment on the conditions of public safety required in the place of storage.

    c.If the contents are to be stored in a special store with third parties, the depositor shall be requested to complete an undertaking storage form with third parties after getting the initial consent for storing with third parties authorized by the Director General to the Director of the Free Zone.  The storing undertaking with third parties shall be completed as follows:

    1.After filling out the depositor’s name, the name of the store owner, and the number of the deposit requests to be stored, the undertaking will be signed before the commercial section employee.

    2.Remarks of the commercial section divisions about storage space shall be noted.

    3.Auditing Division’s remarks/insurance policies shall be noted.

    4.Recommendations of the Assistant Director of the concerned Free Zone for storage shall be noted.

    5.The final decision of the Director of the Free Zone on the undertaking.

    4. If the deposit request is direct, it shall be referred to the Inspection Division for inspection in anticipation of taking the contents into the customs yard.

    5.The storage place of the contents of the deposit request shall be specified by the Controller of the Stores and Public Yards where it will be stored in a public yard or a store (after completing the next step “C”).

     c.The deposit request shall be signed by the Director of the Free Zone or his/her representative, copy of same shall be sent to the Customs Center, if the goods are supplied to Aqaba Free Zone.

     4.Inspection and receiving of goods, commodities and vehicles at the Free Zone.

      a.The commodities and goods entering the Free Zones shall be inspected by the concerned authorities, with due observance of the following:

    1. If the goods are imported by sea, a due original verbal hand over process shall be issued according to the condition of goods upon hand over and signed by the storing applicant or his/her representative and the storekeeper, customs employee, and the Director of the Free Zone or his/her representative.

    2.The goods which are difficult to count or sort or which are supplied in bulk shall be inspected by a committee.

    3.If the contents are goods prepared for counting and sorting, these shall be inspected by the Goods Inspection Division.  The inspection procedures are as follows:

   1. Ascertain the intactness of the customs lead.

   2. The depositor shall be required to sort the contents according to its trademarks and numbers at the storage place, if it is difficult to inspect directly after unloading.

   3.Inspection of contents at the depositor’s request, by reconciling the contents with the customs documents, invoices or packing lists.  The inspection, date of inspection and inspector’s signature shall be affixed on the deposit request.

   4.If the contents are vehicles or machinery, the inspection procedures shall be completed at the Vehicles Inspection Division, by reconciling the vehicle particulars with the customs documents in terms of:

   1.Model of vehicle.

   2.Chassis and motor numbers

   3.Specification and additions to the vehicle

   4.Origin of the vehicle.

   5.The Free Zones receipt of contents of the deposit requests shall be made through:

   1.Storekeeper: if stored in a warehouse or a public yard.

   2.Commercial section Divisions: if stored at special warehouses.

   3.If the deposit is direct, it shall be registered in the Commercial Section Divisions/Direct Deposits.

 

A copy of the deposit request in addition to the storing undertaking with third parties (original), if any, shall be maintained.  Where the deposit requests, particulars shall be recorded in the deposits register in the warehouse, public yard or in the investor deposits register in the Commercial Section.
