• The applicant refers to the office of public service to submit a written requisition attached with all the required documents for approving the registration of a company as regular transport.
• The application is transferred to the passengers’ transport directorate/ licensing department to audit the application and its submission by the general manager.
• The general manager transfers the application to the policies committee to be presented to the board of directors.
• The board of directors issues a decision and notifies the applicant with the decision.
• The passengers’ transport directorate issues an official letter of preliminary approval to establish a regular transport company signed by the general manager.
• The applicant submits an application for field inspection.
• The applicant is asked to refer to the cashier to pay the inspection fees.
• The passengers’ transport directorate schedules an appointment for field inspection.
• The field inspection committee inspects the location and prepares a technical report of the preliminary approval on the location.

Prior to acquiring approval:

• A copy of ID.
• An official letter stating that the applicant is not a government employee (from Civil Service Bureau)
• Non- convection certificate for the applicant.
• A financial and technical study

After acquiring approval:

• A copy of vocational license.
• A copy of commercial register and trade name.
• A copy of the bank guarantee based on the number of buses.
• A copy of vehicles licenses registered under the company’s name.
