Accrediting National and Reference Measurement Standards

 

Procedures

The following procedures apply to all parties seeking to accredit their measurement standards as national or reference standards:

 

1.        The party seeking to accredit its standards fills out the National and Reference Measurement Standards Accreditation Application Form and attaches all the documents related to the standard as well as the type of the standard.

2.        The Standardization Directorate evaluates the application in terms of the availability of the documents and their compliance with conditions and requirements stated in the instructions.

3.        If the application does not fulfill all the conditions, the applying party is notified and the notification is saved in pertinent file.

4.        If the application fulfills all the conditions, the Standardization Directorate presents the application with all the attached documents to the Guidance Committee for Measurement and Calibration.

5.        The Guidance Committee for Measurement and Calibration studies the application and the attached documents from the technical viewpoint in line with conditions stated in article six of chapter three of the instructions.

6.        If the application does not fulfill the technical conditions, the Standardization Directorate notifies the applicant and the notification is saved in pertinent file.

7.        The Guidance Committee for Measurement and Calibration forms an auditing committee that is composed of an external auditor and an employee in the Institution, and the external auditor must fulfill the following conditions:

·            Must have external quality auditor certification in line with quality management requirements.

·            Must have experience of not less than three years in the area of auditing and is preferable to have experience in the area of laboratory auditing.

·            Must have sufficient knowledge of calibration matters and must be informed of the conditions states in the instructions.

·            Must have full knowledge of the requirements of the ISO 25 guide pertinent to general requirements for qualifying test and calibration laboratories.

8.        The auditing committee uses the auditing list for national standards and the auditing list for reference standards, that have been prepared on the basis of conditions and requirements stated in the instructions, for the purpose of auditing the standard and evaluating the laboratory’s status for maintaining the standards.

9.        If the laboratory is not in conformity with conditions and requirements states in the instructions, the auditing committee prepares a report of the results of the audit stating cases of nonconformity.

10.    If the laboratory is in conformity with conditions and requirements states in the instructions, the auditing committee submits a report of the results of the audit to the Guidance Committee for Measurement and Calibration.

11.    The Guidance Committee for Measurement and Calibration recommends to the director general to accredit the standards.

12.    If the director general approves to accredit the standard as a national standard, a letter of approval is issues and the accreditation certificate of the national measurement standard is issued.

13.    If the director general does not approve to accredit the standard, the decision is returned along with the director general’s directives to the Guidance Committee for Measurement and Calibration for more study.
