General Information

 

Establishment of The Ministry of Finance:

The Ministry of Finance was established at the time of the first formulation of the Jordanian cabinet which was on April 11th, 1920 during the reign of Trans Jordan Emirate.
The following departments were later linked to the Minister of Finance in terms of their establishing laws: Customs Department, Income Tax Department, General Budget Department, Land and Survey Department, General Supplies Department, General Sales Tax Department, Jordan Investment Corporation, and the Free Zones Corporation.

General Objectives:


·            To formulate the government fiscal policies and to supervise their implementation.

·            To orient the public investment in a manner which conforms to fiscal policies.

·            To manage the external and internal public debt.

·            To achieve integration between the fiscal policy and the monetary policy to serve the national economy through coordination and cooperation with the Central Bank of Jordan and other related public agencies.

Functions and Duties:

The Ministry of Finance assumes the following functions and duties:

1.        Planning for the implementation of the fiscal policies, following up the collection of public revenues and proceeding them to the Treasury, supervising the spending of public expenditures and organizing the accounts related to both revenues and expenditures according to the financial legislation.

2.        Managing cash flows to provide liquidity and to direct public investment according to the monetary and fiscal policies.

3.        Studying and analyzing the monetary, fiscal, and economic situations and evaluating the tax policies and procedures.

4.        Managing the civil and military pension affairs and the compensations according to their laws and bylaws, besides managing the funds of both the Social Security and Employee Savings.

5.        Studying and following-up the issues that lead to government rights or require taking legal actions in court.

6.        Preparing, developing and updating the draft financial legislation related to public revenues and expenditures.

7.        Cooperating and coordinating with the responsible authorities in preparing and following up the social and economic development plans.

8.        Cooperating and coordinating with the Central Bank of Jordan in achieving the harmony between the fiscal and monetary policies to support the national economy.

9.        Expressing the opinion and advising on draft laws, bylaws, agreements and any other subjects that generate financial obligations on the Treasury.

10.    Cooperating and coordinating with the ministries and governmental departments to train and rehabilitate the cadres in finance and accounting.
